Proposal to Ban Smoking in Cars Headed to Hearing

The bill would apply when children 6-years-old and younger are in the car.

Described as an effort to educate the public on the health risks of second-hand smoke, a proposed bill seeks to ban smoking in cars with passengers 6-years-old and younger.

The bill, introduced by state Rep. Henry J. Genga (D-East Hartford), calls for a warning for the first violation and a ticket and fine for subsequent violations. "A violation would be considered a secondary infraction because the intent is to educate the public on the health risks of second-hand smoke," according to a press release from House Democrats.

The proposal (HB 5380) will be the subject of a public hearing before the legislature’s Transportation Committee, at 10:30 a.m. on Wednesday, Feb. 20. It will be held in Room 2C of the Legislative Office Building in Hartford.

Do you support this bill?

Siwanoy, Sorry, your disconnected , and unsupported, ramblings are not worthy of comment because you are doing the equivalent of plugging your ears and screaming "Nah, Nah , Nah , Nah , Nah , NAH !!!!!"
Siwanoy February 21, 2013 at 03:57 AM
I prover you entire post line by line and that's your response... amazing.
Siwanoy February 21, 2013 at 03:59 AM
That's not a straw man argument, you were looking for, "So you're saying the EPA will be totally defunded, I can't believe your OK with killing us all!!!"
Vincent Murphy February 21, 2013 at 03:59 AM
Silwanoy, Did Sandra Fluke get free condums (or "whatever") ? No, the country needed catestrophic coverage. No person should go bankrupt because their kid gets cancer. But no, catestrophic coverage was not good enough for the Liar-In-Chief, he had to give gold-plated condum covergage to every spoiled brat, future millionaire , Georgetown Lawyer Wannabe. It's the equivalent of buying auto insurance that pays for oil changes.
Siwanoy February 21, 2013 at 04:06 AM
don't forget under Romney care illegal immigrants and abortions were covered "give gold-plated condum covergage to every spoiled brat, future millionaire , Georgetown Lawyer Wannabe." is just them, or is it for everyone in the nation, you make it seem its only for the privileged... "It's the equivalent of buying auto insurance that pays for oil changes." No the analogy would be paying for auto repair insurance that pays for oil changes... which actually makes sense.
Vincent Murphy February 21, 2013 at 04:08 AM
And by the way, Siwanoy (rhymes with "annoy" right ?) , the very same OMB that Obama used to prove that the "affordable" health care act would save money, now projects that it will add trillions to the deficit. "Why ? What happened since they passed it ?" a sane person might ask. Well, Obama used a budget trick , knowing that the OMB only "scores" ten years , so he pushed the cost out two years after the revenue starts to roll in. Ten years of revenues, 8 years of costs . Viola ...a surplus. Now when you score it honestly, apples to apples, even Obama's vaunted OMB say it will add trillions to the deficit, and EVERYBODY (except apparently you) knows it. Lies, hypocrisy, obfuscation. Obama's Hallmarks
Vincent Murphy February 21, 2013 at 04:23 AM
Siwanoy, It is late and I am tired of arguing with people who don't know even the most basic facts. Your first response reads "No state legalized marajuana"......Did you read the papers on election night ? Or just go to the "Obama Sycophants Victory Rally"...Colorado and Washington State just did, and the Fed's occasionally bust pot-farms in California. http://news.yahoo.com/blogs/ticket/massachusetts-votes-favor-medical-marijuana-bill-041305835--election.html With made-up (or irrelavent) "facts" like you have quoted, I have officially put you on my "Do Not Respond to Blind Partisans" list.
Siwanoy February 21, 2013 at 04:25 AM
"And by the way, Siwanoy (rhymes with "annoy" right ?) " How very mature of you to attempt to make fun of a tribe of Native Americans. Nice to see your true colors.
Siwanoy February 21, 2013 at 04:27 AM
Medical is not really legalized, if you not prescribed, its illegal. No mention of states rights just like I suspected, and no response to all the other things I proved your wrong on. Have fun living in your fantasy land.
Siwanoy February 21, 2013 at 04:32 AM
using your logic, mophine is legal. Tobacco and and alcohol are legal drugs.. and they aren't regulated anywhere near the same as "legal" marijuana. hah, what a joke this has become.
Vincent Murphy February 21, 2013 at 04:35 AM
Siwanoy, I promised myself I wouldn't waste my time with you so here is my absolute last post. Please , do yourself a favor so you don't look foolish and read the freakin' article ! Colorado and Washington legalized "recreational" marijuana , not "medicinal" as you incorrectly state. In fact, everything you post is peppered with inaccuracies , or worse, irrelavancies.
Siwanoy February 21, 2013 at 04:37 AM
I'll admit that i was wrong on that point. your turn.
Vincent Murphy February 21, 2013 at 04:43 AM
Silwanoy ...Again EVERY ONE of your points is wrong or irrelavant. But here's an important one (Quoted from Wikipedia) . Now "Good Night" The New Black Panther Party voter intimidation case, sometimes known simply as the Black Panther Case, is a political controversy in the United States concerning an incident that occurred during the 2008 election. The New Black Panther Party and two of its members, Minister King Samir Shabazz and Jerry Jackson, were charged with voter intimidation for their conduct outside a polling station in Philadelphia. The Department of Justice later narrowed the charges against Minister King Shabazz and dismissed the charges against the New Black Panther Party and Jerry Jackson. The decision to dismiss the charges has led to accusations that the Department of Justice under the Obama administration is biased against white victims and unwilling to prosecute minorities for civil rights violations. These charges have been most notably made by J. Christian Adams, who in May 2010 resigned his post in the Department of Justice in protest over the Obama Administration's perceived mishandling of the case, and by his former supervisor Christopher Coates.
Vincent Murphy February 21, 2013 at 04:49 AM
Silwanoy, you know, it does sound ridiculous. For the first time tonight, I think you are on to something there.
MotherOf3 February 21, 2013 at 05:01 AM
Vincent, it does seem plausible what you are saying, that the medical costs (and other costs) of a smoker are less than a non-smoker because the smoker dies early. I never thought of it that way before. It's an unpleasant thought. But alright, I can see your logic. So I will no longer ask if the smoker costs the rest of us money. But you also say that smoking is harmful. So why not ban smoking altogether? Or in you view, is the intrusiveness of government more of a concern? That's not a sarcastic question. I am trying to understand where you are coming from. Along those same lines, how do you feel about gun control? Should guns have limits or is that also the government intruding into personal space?
Vincent Murphy February 21, 2013 at 05:02 AM
Siwanoy, here's another....It is totally irrelavant that Obama put more guards on the border if he circumvents Congress, and the will of the people with "Executive Orders" Quote from Time Magazine - A lawsuit pending in Fort Worth asks a U.S. district judge to render President Obama’s 2012 Executive Order on immigration null and void. The order, circulated by Department of Homeland Security Secretary Janet Napolitano, was designed to implement large parts of the Dream Act — despite the fact that Congress never passed the act. Again, you should read before speaking: http://swampland.time.com/2013/02/19/if-immigration-reform-stalls-federal-courts-could-have-a-say/
Vincent Murphy February 21, 2013 at 05:20 AM
Dear Mo3, Thanks. You seem like a intelligent, and thoughtful person, not blinded by partisanship. And yes, it is an unpleasant thought, but sometimes facts are messy. Much more so than our politicians want us to believe. As a social Libertarian, I believe the government's role is to educate people regarding the dangers of certain activities, but ultimately the choice (and the consequences) are theirs. As far as second-hand smoke, people have the right to be protected from it. But as I have said over and over again, this law is unenforceable, and doesn't (can't) address irresponsible behavior by parents in their homes , which far exceeds any "exposure" in cars.
Vincent Murphy February 21, 2013 at 05:20 AM
Regarding guns, as a student of history I know that as far-fetched as it sounds in 2013, the founders passed the second amendment to protect us from our own government. Remember, they had just fought a war of independance from "their" King. And I know this is also an "unpleasant thought" , but I often wonder if Hitler would have had the "success" he had, if those poor (six million) jews had all had guns in their homes ? The Isreali's now understand (Never Again !) We have a sick society. I am not an expert as to "why" Adam Lanza went crazy in Newtown. But I have asked the question..."If he had no access to guns , would he have been normal ? " Or was it his access to violent, de-humanizing video games and movies ? I don't know, but one thing I do know. It is not as simple as anti-gun politicians want to make it......and they're wasting time with unenforcable laws like this one, or un-passable laws like Obama's gun control provisions that he KNOWS the Republican House , and many Democrats won't support. Can't we have a civil, informed, unemotional, adult discussion about serious issues in this country and DEMAND more from our elected officials (Democrat & Republican) ?
Vincent Murphy February 21, 2013 at 05:46 AM
Sorry, I didn't address your final question "Should guns have limits or is that also the government intruding into personal space?". I would love to say, "Yes, some limits on guns could be reasonable" but the history of governments, and particularly this one, is (as my grandmother used to say) , "You give them an inch , and they'll take a yard". The facts are that many, many more murders are committed with hand-guns than assault rifles (but of course assault rifles create more news). If you accept that, will they try to ban hand-guns next ? I can hear Barbara Boxer now ......."Nobody hunts deer with a 45 caliber hand-gun ! " Another example, Obama asked for tax increases , he got them, now he wants more. When is enough, enough with these people ? We simply can't trust them. So , as a result I am against current anti-gun proposals.
COSMO P February 21, 2013 at 10:51 AM
Along those same lines, how do you feel about gun control? Should guns have limits or is that also the government intruding into personal space? Guns are PROTECTED UNDER THE SECOND AMENDMENT. And just decided on by the Supreme Court as an individual right. Smoking is not and insurance companies are aware of this as well as the health risks. Any insurance policy normally includes a question. ARE YOU A SMOKER. So they know it shortens ones life. But BANNING SMOKING. NO WAY what you don't understands is the liberals that institute these OUTRAGEOUS laws trashing your rights dont want to loose the TAX revenue this product produces. Another words they dont give a flip if it kills you. As long as they make MONEY. You have to understand LIBERALS. The socialist programs they want and institute is based on how much money they can get from you from TAXES. Example MARTIN LOONEY and the Governor wants a 50% tax increase on AMMO. So another words you can have the ammo or for that matter the GUN as long as you pay them. And YES Liberal Democrats are Commies and KINGS.

vincent, you really think you stand any chance against the US military?
Siwanoy February 22, 2013 at 01:49 PM
"progressive liberals want the younger kids lungs healthy so when they get older they can SMOKE WEED LEGALLY" any proof what so ever to back that up?
Siwanoy February 22, 2013 at 02:00 PM
on immigration.... border crossings are at a 40 year low, not to mention El Paso and San Diego were America's two safest cities with populations over 500,000 in 2012. On average, violent crime rates in U.S. border regions are lower than those of the rest of the nation. Did you know that the number of border agents has quintupled in the past two decades? From 4,028 in 1993 to 21,394 in 2012. The federal government spent more than $17 billion on customs and enforcement at the border in 2010. So the govt. has been doing things to stop illegal immigrants from coming in. thank you for citing that wiki article, as you can cleary see, it says "Minister King Samir Shabazz and Jerry Jackson" which represent the Blank Panther Party.. so it was 2 people like I said. To be expected, you didn't include the full citation from wiki, so here is what you cut off, "Counter-accusations have also been made, including claims that the actual incident was relatively minor, but its importance had been blown out of proportion by individuals and groups with political motives. Attorney General Eric Holder has also rejected claims that his Justice Department considers the race of an alleged victim when deciding which cases to pursue. The case and its handling by the Department of Justice is currently being investigated by the United States Commission on Civil Rights. The Justice Department is also carrying out its own internal investigation into the handling of the case."
Siwanoy February 22, 2013 at 02:01 PM
when you purposely cut of citations, it shows your point isn't as strong as you'd like it to be, otherwise you'd include the whole citation, since it would be proving your point... but it wasn't, so you cut it off.
Vincent Murphy February 22, 2013 at 02:32 PM
Silwanoy, I'm breaking my own rule here not to pick on children but .... Immigration is down because Obama's economy stinks (there are no jobs here anymore) , and your full citation from Wiki proves nothing. Wow ! News Flash ! Holder is protesting to defend himself ???? Surprise surprise !!! I cut it off because unlike you, I was trying not to monopolize this board which is about a smoking law, with endless drivel rebutting your uninformed, irrelevant, meandering, shrill, hyperventilating, Democratic talking points. Good bye. I'm done talking sign language to someone who won't hear, but has also proven to be blind. "Anything is possible to those who know nothing". . Green's Law of Debate.
Vincent Murphy February 22, 2013 at 02:54 PM
Silwanoy, Now you are showing your poor debatings skills . Let's re-cap. My comment was "Allow the New Black Panthers to stand menacingly with billy clubs outside a polling place ?" The ONLY relevant piece of the Wiki quote to rebut your incorrect comment of.. "if by allow you mean they were arrested and charged, then yes he allowed them to be arrested and charged" But then Holder got involved and dropped the charges ?????? Doesn't that mean you were WRONG ? I didn't talk about individuals (who cares how many , again your point is irrelevant), I said "the New Black Panther Party" The only relevant sentance in the Wiki article to the above comments and your off-base rebuttal was : "The Department of Justice later narrowed the charges against Minister King Shabazz and dismissed the charges against the New Black Panther Party and Jerry Jackson. " Obama's henchman, Eric Holder , dismissed the charges against The New Black Panther Party". Point made, nothing else in wiki is relevant (except to you & Rachel Maddow) , everything else is your gibberish, and unimportant, You were WRONG, and I was RIGHT....AS ALWAYS !!!!
