Congress Has Input but Not Control Over Intelligence Programs, Congressman Himes Said

Congressman Jim Himes said he has to be skeptical about national intelligence agencies, because if he gets too friendly with them, he won't challenge what they're telling him.

Congressman Jim Himes said his role on the Intelligence Committee doesn't give him or congress in general real control over federal intelligence agencies. Maybe an agency worries about its funding, but Himes said Congress isn't like the courts. It can't file an injunction against a federal spy agency.
Himes said part of his job is to remain skeptical about what the agency representatives are telling him.
